# Tender Compare

## What it does
Reads several tender submissions and normalises them into a like-for-like comparison: price, inclusions, exclusions, qualifications, programme, then a reasoned recommendation.

## When to use
- Tender assessment, once submissions are in.
- Any time you need to defend a recommendation to a client or board.

## Instructions
1. Build a comparison matrix: tenderer down the side, criteria across the top (price, inclusions, exclusions, qualifications, programme, provisional sums).
2. Normalise for scope differences, flag where a low price hides an exclusion.
3. Note risks and qualifications for each tenderer.
4. Give a recommendation with the reasoning, and the questions to clarify before award.

## Output format
A comparison matrix, a short risk note per tenderer, and a recommendation paragraph with the clarifications still needed.

## The one mistake to avoid
Comparing headline prices without normalising scope. The cheapest number often carries the biggest exclusion; surface it.
